Earl Ettienne

Dr. Earl B. Ettienne is Assistant Dean of Graduate Programs & Industrial Partnerships and a tenured Associate Professor at Howard University College of Pharmacy. A licensed pharmacist and healthcare executive, he integrates clinical practice, regulatory science, and business leadership to advance health equity. He founded the Howard University Pharmaceutical Industry Fellowship—now ranked among the nation’s top programs—partnering with more than 16 companies and placing over 70 fellows. His scholarship focuses on pharmacogenomics‑guided policy and care, including NIH‑supported work in the U.S., Ethiopia, and Ghana on opioid use disorder and cardiometabolic disease. He co‑chairs Howard’s Institutional Review Board and is a frequent voice in national discussions on pharmacy practice and drug pricing.
Earlier in his career, Dr. Ettienne helped shape Medicare Part D while representing retail pharmacy, and he has testified on Capitol Hill, advised federal leaders, and appeared across major media. He holds a B.S. in Pharmacy (Howard), an MBA (Loyola), a finance certificate (Bryant), and a Doctorate in Law and Policy (Northeastern).
